RCS will be supported on a carrier wide setting. This will allow any device that support RCS to communicate with anyone else using RCS by simply using very little bits of data. Obviously, if RCS is not available, then messaging will fall back on SMS which sends the message over the voice channels. Basic phones, and KaiOS phones do not support RCS. iPhones on very earlier than 18 will also not support RCS.
